Project Challenges
One of the greatest challenges involved in the redevelopment of Stapleton has been the need for Forest City to coordinate and implement a range of development activities that are nearly unprecedented in their scope, due to the ambitious nature of this, one of the largest urban redevelopments in the nation. Forest City has coordinated the work of ten single family builders we selected to create housing that meets high standards for urban design and energy efficiency, while also being affordable to a wide range of incomes, including housing for "workforce" households that make 80% or less of the Area Median Income. At the same time, we are developing regional and neighborhood retail centers that are pedestrian-friendly and provide a diversity of opportunities for a variety of retailers, including small, minority and woman-owned businesses. And, we are managing the construction of $600 million in infrastructure and the development of more than 1,100 acres of new parks and open space on behalf of the Park Creek Metropolitan District.

The citizens of Denver are among the most active in the nation in their involvement with addressing issues of concern to their community. Forest City’s ability to work with numerous and diverse neighborhoods organizations and their elected officials in the vicinity of Stapleton has been absolutely essential to keep the redevelopment on track toward maximizing the opportunities available in Denver’s real estate market.

Creative Financing
Forest City’s access to the financial markets has enabled it to create public-private partnerships with the City of Denver that are making it possible to finance a projected $600 million in regional and local infrastructure that will be required at Stapleton. Forest City will be repaid in revenues provided through tax increment financing.

Construction Constraints
One of the challenges is to work with a variety of city offices on permitting, plat approvals and other details to ensure that one of the largest urban redevelopments in the nation moves forward in such a way that takes advantage of market opportunities.

HUD Regulations/ Minority Hiring Goals
Forest City has committed to provide opportunities for women and people of color, including business ownership, participation in construction opportunities and employment.

Contractors
More than 115 contractors have been involved in just the first year of development at Stapleton. Among the larger companies are M.A. Mortenson, Taylor-Kohrs,Saunders Construction and Rhoads Construction.

Architects
Among the architects are The Urban Design Group, Thomas Cox Architects, EDAW, The Mulhern Group, Ltd. Nuszer Kopatz, Semple Brown, KA Architects, Harold Massop, Alan Eban Brown, and Wolff Lyon.

Engineers
Among the engineers are JF Sato, Matrix Engineers, URS, HCL Engineering, Milestone Engineering, SA Miro and ME Engineers

Project Schedule
Forest City received title to its first parcel of land in May 2001. It is anticipated that it will take fifteen years for full build-out of 12,000 homes and apartments, and twenty years for full development of the project’s 10 million square feet of office development and 3 million square feet of retail.
